2024 Elections for UP Rector

Information on elections for UP Rector, according to UP Academic Senate resolutions

The Palacký University Academic Senate (hereinafter, “AS UP”), at its meeting on 6 November 2024, has launched, according to Article 24 Paragraph 1 of the AS UP Rules of Procedure, the procedure for nominating the UP Rector for the period 1 May 2025 to 30 April 2029.

Elections Commission

For the purposes of the UP Rector nomination procedure, AS UP has chosen the following members for the commission:

  • doc. Mgr. Jiří Langer, Ph.D. (FE) – předseda;
  • doc. Mgr. et Mgr. Jaroslav Franc, Th.D. (CMFT);
  • Bc. Kateřina Kaprálová (FL, student);
  • JUDr. Veronika Tomoszková, Ph.D. (FL);
  • Bc. Barbora Uhmanová (FHS, student).

Elections Timetable

The elections timetable sets out the following organisational steps in the election of a candidate for the position of UP Rector:

  1. Announcement of elections: 6 November 2024.
  2. Written proposals for candidates for UP Rector by members of the UP academic community must be received by the UP senate via the AS UP Secretary by 3 pm on 6 December 2024.
  3. The AS UP Secretary will hand over all written proposals for candidates received by the established deadline to the special AS UP Elections Commission by 9 December 2024.
  4. The Commission will verify whether the proposal meets the prescribed formal requirements by noon on 12 December 2024 (verification of whether the proposed candidate for UP Rector meets both general and binding legal requirements by 15 January 2025).
  5. The Commission will establish an alphabetical list of candidates for UP Rector and publish the list on the UP Official Notice Board by 16 December 2024.
  6. The deadline for publishing the candidates’ platforms on the AS UP webpages is 6 January 2025.
  7. Public presentation of the candidates for UP Rector and discussions of members of the UP academic community with the candidates will take place at 1 pm on 15 January 2025 in the UP Faculty of Education Assembly Hall (aula).
  8. Presentation of the candidates for UP Rector before the AS UP and the first round (and if need be, second and third rounds) of the elections will take place on 22 January 2025.
  9. The AS UP chair will forward the election results and the protocol on the choice of the candidate for UP Rector including the documents for naming the Rector to the Minister of Education by 31 January 2025.
  10. If there is no clear choice as to which candidate will be proposed by AS UP for UP Rector to the Minister even after a third round of elections, there will be announced procedures for new nominations for UP Rector.

An attachment to the resolution on the proposal for appointment as Rector of UP for the term of office from 1 May 2025 to 30 April 2029 includes:

  1. Proposal template for a candidate for the position of Rector of Palacký University in Olomouc for the term of office from 1 May 2025 to 30 April 2029.
  2. An affidavit in accordance with Section 2(1) of Act No. 451/1991 Coll., establishing certain other prerequisites for the performance of certain functions in state bodies and organisations of the Czech and Slovak Federative Republic, the Czech Republic and the Slovak Republic, as amended.
  3. Application for Issuance of a certificate persuant to Act No. 451/1991 Coll. (lustration certificate) to an individual. A certificate of lustration is issued for the purpose of holding statutory offices by virtue of election, appointment or designation. It certifies whether or not the person being lustrated was, in the period from 25 February 1948 to 17 November 1989: a) a member of the National Security Corps (Sbor národní bezpečnosti ) assigned to the State Security Service (Státní bezpečnost); b) registered in the State Security Service materials as a collaborator within the meaning of Section 2(1)(b) of the Act. The Act shall not apply to citizens born after 1 December 1971. Such citizens are not required to submit a lustration certificate or an affidavit.
